URA proposes new residential sites in Sengkang, Woodlands and Bukit Panjang, up to 14,000 new dwellings

Different housing growth sites in the location consist of those on Anchorvale Road, which might produce in between 6,000 and 7,000 new houses, includes Lee. Hence, anywhere from 10,500 to 12,000 brand-new houses could be made available in Sengkang in the future, consisting of executive residences and private housing.

The three parcels in Sengkang have the potential to be become a total of 4,500 to 5,000 brand-new homes in the future, Lee estimates. He thinks the residential units are going to be a mix of HDB, exec condos (ECs) and exclusive property.

The middle site consists of pockets of non commercial sites, a suggested location for a park, and a suggested site for a place of worship. Most of the locations in this parcel are going to have a gross plot ratio (GPR) of 3.9 or 4.2.

Five land parcels were rezoned as part of the most recent modification to URA’s Master Plan 2019. Three of the sites remain in Sengkang, one in Woodlands and the other in Bukit Panjang. The modifications are “to assist in domestic development that will support the demand for housing in the locations in addition to allow even more residents to get easier accessibility to facilities and public transportation, states URA.

The easternmost parcel in addition contains a narrow site zoned for residential, an additional place for a park, and a suggested place zoned for health and primary care. The locations in this parcel may be developed higher on average than the previous site, with a bigger gross plot ratio of 4.0 or 4.2.

The western parcel is recommended to be zoned as a pure housing site (subject to detailed outlining). Huttons’ Lee thinks the western location in Fernvale could house an MRT terminal for a new line running from Woodlands to Greater Southern Waterfront and travelling through Sengkang. If so, the new terminal will serve the upcoming suburb in Fernvale. “Nevertheless, it might take years for detailed planning on the brand-new track to be recognized,” he adds.

The parcels in Sengkang remain in the Fernvale subzone, bounded by the Tampines Expressway to the North, Sengkang West Drive to the East, Fernvale Road to the South and Jalan Kayu to the West. Two roadways diverse the three parcels. “The Fernvale area is an extension of Sengkang town and brings locals closer to Seletar Aerospace Park,” says Lee Sze Teck, senior supervisor of data analytics at Huttons Asia.

2 other tracts re-zoned for residential development are at Woodlands Drive 17 and Bukit Panjang Ring Road.

The land parcel at Woodlands sits opposite the Singapore Sports Academy and can yield 1,000 residences, according to Lee. Opposite the road, a government land sale (GLS) location at Champion’s Way was offered for $904 psf per story ratio in September 2023 to City Developments Ltd. The area can be turned into a 350-unit personal household project.

Meanwhile, the site at Bukit Panjang is currently occupied by Beacon Primary School. Lee estimates that the site can generate 900 to 1,000 dwelling units and most likely be new Built-to-Order condos.
